Welcome to the Housing Authority of the City of Vallejo's preliminary application process for the Project Based Voucher (PBV) interest list for Sereno Village Apartments (1 and 2 bedroom units), Vallejo Housing Collaborative(2 bedroom units) and Avian Glen Apartments (3 bedroom units).

Applicants must be 18 years of age or older or an emancipated minor.

The Project Based Voucher (PBV) interest list for the lottery is open from Monday, October 20, 2025 - Friday, October 31, 2025, 8:00 am - 5:00 pm (PST). To apply online you will need to create an account. One preliminary application per household will be accepted. Duplicate or fraudulent preliminary applications will be rejected.  As an accommodation paper preliminary applications are available. You may request a paper application by emailing: housing@cityofvallejo.net

This preliminary application does not guarantee placement on the waitlist. The final waitlist will be determined using a random lottery. Applicants not selected in this lottery will not move forward in the process, but will be notified of their status. Waitlist lottery results are final and are not subject to appeal. Households not selected for this waitlist may reapply when the waitlist application period reopens.

Information needed: Full legal names, social security numbers, birthdates, and income information for every person in the household. You must enter your total household income on the preliminary application. If your household has no income from any sources, you must enter zero in the income field. The information you provide must be truthful and complete to the best of your knowledge. An email address is required. If you do not have an e-mail address, the preliminary application process will allow you to create one. As you complete the preliminary application process, you will create a login and password. Please keep this information.

The Housing Authority of the City of Vallejo has established preferences and applicants will be required to provide verification for any preference(s) applied to your household if your name has reached the top of the waitlist. Avian Glen Apartments does not have an established preference(s). The preferences are as follows for Sereno Village Apartments and Vallejo Housing Collaborative:. 

1.           Homeless: An individual who lacks a fixed, regular, and adequate night-time residence, reside in a shelter, & further defined by HUD definition under 24 CFR 91.5.

 If selected from the waitlist you will be requested to provide additional information on a later date including: 

1. Vital documents: birth certificates, social security cards, California identification
2. Income verification: check stubs, TANF printout, pension, child support, SSI/SSA benefits statement etc.
3. Asset verification: bank statements, life insurance policy with cash value
4. Verification of your preference

If you move after submitting the preliminary application, it is your responsibility to update your mailing address by contacting the Housing Authority of the City of Vallejo at housing@cityofvallejo.net If we are unable to contact you at the address provided, you will be removed from the Waiting List.

Violence Against Women Act (VAWA)

If you have been a victim of domestic violence, dating violence, sexual assault, or stalking you may contact the Housing Authority of the City of Vallejo to submit your preliminary application. VAWA applies to ALL persons.
